Samdech, In response to your appeal recently launched on your Facebook page for ideas on how to effectively run our country for the upcoming 5th mandate, I would like to kindly submit the followings: 1- Salary increase for public servants: Your successive governments have been exhausting thus far most part of the national budget on rebuilding the economic infrastructure throughout the country. The Government has headed in the right direction and been awarded full credits and high respect nationally as well as internationally on this particular endeavor. However, it is time the Government rewarded its public servants for all their hard works in the last 20 years. Furthermore, the salaries of the R.C.A.F., Military Police and Police personnel and teachers must be placed in the highest tier (highest paiy) among all public servants. 2- Public security: For the sake of the country’s steady development and people’s well-being, public safety is a must whether it be in their leisure, working or business time. In Sangkum Reastr Niyum era under the auspices of late King Father Preah Borom Ratanak Koad, people travelled across the country and ran their businesses 24 hours a day and 7 days a week (24/7) without a slightest fear of being attacked or robbed. Public security plays an extremely important role in two main sectors of the country’s economy: small business and tourism. 3- Education reforms: To cater for a blown-out demand in educational infrastructure after decades of civil unrests and destructions that ensued, previous governments were focusing heavily on training a bulk of teachers and building schools across the country. Now it’s time the whole educational system reformed itself toward quality and towards reaching regional as well as international standards so that our students can further their studies abroad and our graduates can apply for work locally as well as internationally. 4- Public health reforms: Very much the same as our educational system, our public health system must be reformed towards quality and efficiency. The general public must be guaranteed of free basic care without discrimination based on age, sex, wealth, color, creed and political persuasion. Private clinics and hospitals must be rigorously and regularly scrutinized and all medical stuff must observe a high ethical standards. 5- Shortcomings: Corruption, misappropriation of either public or private funds or properties, abuse of power, nepotism and cronyism must stop with no ifs and no buts. Corrupt and inept officials must be retired without delay. Crook and untrustworthy businessmen/women and concessionaires must be rigorously dealt with and subjected to the full force of the law. Regulations on land concessions must change in sizes as well as in terms: the size must be reduced to 10,000 hectares per concession and the terms must be reduced to 25 years, but good and reputable concessionaires should be allowed to renew their terms in every 5 years. Samdech, in order for the CPP to survive in the next election onward and in order for you to continue your dream as well as your passion to rebuild our beloved country Cambodia in a way she can catch up with our neighbors in the Association of South-East Asian Nations (ASEAN), I would like to kindly submit to you the 5 point reforms as detailed above.
